Contributing Zone Plan (CZP)

The TCEQ approval required for regulated development on the Edwards Aquifer Contributing Zone — the counterpart to a WPAP.

A Contributing Zone Plan is the Edwards Aquifer approval that applies to the Contributing Zone, as opposed to a Water Pollution Abatement Plan on the Recharge Zone. Both are administered by TCEQ under 30 Texas Administrative Code Chapter 213 and both must be approved before regulated activity begins. Which one applies depends on which zone the parcel actually sits in — Recharge, Contributing or Transition — and that boundary is irregular enough that a single site can straddle it. The zone should be confirmed for the specific parcel rather than assumed from the general area.
