Water Pollution Abatement Plan (WPAP)
The TCEQ approval required before disturbing soil on a site in the Edwards Aquifer Recharge Zone.
A Water Pollution Abatement Plan is the approval the Texas Commission on Environmental Quality requires for regulated activities on the Edwards Aquifer Recharge Zone, under the rules at 30 Texas Administrative Code Chapter 213. It must be approved before soil is disturbed. The application requires a geologic assessment identifying sensitive features — caves, sinkholes, faults and solution features — and permanent stormwater controls. Review time is the part most often underestimated: TCEQ allows up to 30 days for administrative review plus 90 days for technical review of an administratively complete application under 30 TAC 213.4(e), and that clock only begins once the application is complete.
