Entitlements
The government approvals — zoning, platting, variances, and permits — that grant the legal right to develop a property a particular way.
Entitlements are the approvals a jurisdiction must grant before a site can be developed as intended: zoning and rezoning, platting and subdivision, variances, and permits. They are frequently the quiet timeline-killer in development, and the cost and risk of obtaining them is a real part of a project's economics — which is why they're modeled in feasibility, not discovered later.
