Will-Serve Letter
A written commitment from a utility provider confirming it will supply service to a specific property — and on what terms and timeline.
A will-serve letter is a utility's written confirmation that it can and will serve a given parcel with electric, water, wastewater or gas service. It is the difference between assuming a site can be developed and knowing it. The letter should state capacity, the point of connection, who pays for any extension, and — critically — when service can actually be energized. In Central Texas industrial development, electric capacity and energization timing are frequently the binding constraint on a project: a parcel that cannot get power for several years may be unusable for an industrial user no matter how favorably it zones.
