Sylvia Ortega

Sylvia Crystal Ortega is a bilingual advisor and multidisciplinary professional with more than 25 years of experience across legislative affairs, public policy, real estate, and business consulting.

She began her public-service career as Chief of Staff in the Texas House of Representatives, where she led complex legislative initiatives, advanced policy priorities, and navigated high-level stakeholder engagement. She later served as Legislative Liaison at Deloitte & Touche, helping bridge public and private interests through regulatory strategy and practical solutions.

Sylvia is the founder of the Coalition for Apprenticeship Partners in Economic Development (CapEd), an organization focused on workforce advancement and economic development. Through CapEd, she championed legislation creating a sales-tax refund incentive for employers that develop more diversified apprenticeship programs in emerging fields. The measure passed the Texas House and Senate and was signed into law by Governor Abbott during the 87th Legislative Session in 2021. Her efforts were recognized by the Governor and the Texas Workforce Commission.
